It's a little-known fact but it's legal to go topless anywhere in New York State. Social factors tend to be the main restriction on toplessness: so topless sunbathing is rare in central park (probably because women would get a lot of unwanted attention from assholes). As you head out of the city, topless becomes more common. I have seen topless sunbathing **very** occasionally at city beaches such as Long Beach and Coney Island. Topless sunbathing is fairly common at Jones, away from the crowded areas, right at the far end of the beach, and I have even seen people (again rarely) topless in crowded areas... but fortunately it's becoming more prevalent. Having said that, I went out to Jones beach one day this and saw no toplessness... so it's all a bit of a lottery.

And remember, if women are free to enjoy themselves topless, they're likely to do it more. If they get unwanted chat-ups from morons, or people obviously taking photos, they're likely to cover up next time. So don't spoil it for everyone else!

: Great shots at jones Beach but when did it go topless. The last time I was there was the first or second time I almost drowned. Great beach. Fantastic waves and now titties!!
