Wreck Beach will sometimes have drum circle dancing (with nude young babes).
Oregon Country fair (not a beach) also has it. As for other beaches.....I don't know - I think Little Beach in Hawaii, maybe. Koktebel (Ukraine) also. No place else in the US that I know of.
