Most women are not topless. The occasional woman will be topless. It has been that way for a long time and continues that way. It has always been such a small number that it is hard to say if it is less or more than before.

There is no such place. There is no "best" place.

Of course there are lots of people in the hot summer. As I said, the occasional woman will be topless, maybe one in a hundred if you are lucky. I do not think anyone has actually done a scientific count.
