It's a piece of cloth connected at a few points along by poles, which are driven into the sand. Used for blocking wind, privacy, or just to block others view of the ocean.

You may also be talking about Silt-Fencing, a material used on construction sites to prevent erosion. You can find this in varying lengths at almost any hardware store. Its just synthetic material stapled to wooden stakes at regular intervals, and is approximately 3 feet high. Not expensive.
