Do you mean in the south beach area or where do you mean, tell me what happened and ill tell you what they may do legally to you!
If you mean in the USA, the police cannot do anything for filming etc. on a public beach or where ever it is public area [most beaches in Florida are public]. this I know for a fact, they may try to scare you into thinking they can, but they cannot.
