If you've been to the VSFW board, then you may have heard my thoughts on this already. I've been to so many nude beaches that they all fall into certain categories.
I'd read the comparative reviews in the following link for the 2001 San Francisco Bay Guardian (their more recent rating years are less thorough and do not include so. cal.):

The comparison between the two beaches are fairly accurate with exception of the number of visitors. At San O', you're likely to see maybe a couple of hundred at most (and on the weekend), not the 500 touted.
Blacks is pretty much predominantly male - probably 80%+ of the beach goers on the hetero side. There is a group of regular guys that virtually live at that Beach. If women come by themselves or a couple or three without males being with them, there will be a crowd of 5 to 10 guys swarming around them within 20 feet. This pervert attack is predictable - always the same guys, and these perves have been successful in driving off most of the women.
The same goes for San O'. There is a disproportionately high ratio of men for the same reason, although there seems to be a bit more control over it.
The best beach that had an excellent feel was Summerland up near Santa Barbara, primarily because of the locals that policed and thwarted the pervs. Although still dominantly male, there were days I was there when the ratio of women to men was greater than 50-50, and I saw some of the most beautiful women laying out buck naked (quality women you'd see in Playboy). But unfortunately, the police have raided it too many times and now the crowd is small.
But to answer your question, both Blacks and San O' will have nude women, with a few being attractive. By its size and proximity to San Diego, Blacks will have more women because of the volume of people, but, I feel San O' will have better quality of beach goers.
One thing about San O' - when you walk a ways south from the state land onto Camp Pendleton, you begin to see more in the way of gay sex. Also, open sex occurs more frequently on that southerly stretch than you'll ever witness at Blacks. This is because it doesn't have the frequent patrols and observers with binoculars up on the cliffs as does Blacks.
Lastly, last time I was at San O, a rattlesnake came up onto my beach towel. I have also come across a rattlesnake on the trail down to Blacks as well. You should be safe, just be careful about stepping into clumps of grass off the path.
