Forget about Spa 88 - they'll be down on you if you even try to get naked. They don't even let us go topless, even though it's completely legal to do so in NY.
The Russian Baths on 10th street is a better possibility, they're cool with topless and don't bother us ever. Full nudity is only allowed at same sex times (check with them for details) but sometimes you can get away with it unless somebody complains.
Don't know of any other places - but would love any information anyone else may have.
