I was in Weisbaden late last May and went to the pool. I removed my top joining fair number of other girls at that very pool. It is was during the weekend on a hot day so it may different at other times.
I think you make a valid point about FKK being in the decline. Unfortunately the rise of mobile cameras and other electronics has made both sexes very shy. It is one thing to show yourself off to other people in a FKK area and quite another to be shown on the web. There also was a scandal in Köln about mobile tel cameras.
Many of saunas have seperate days for women. However the great thing about the large complexes is being able to be with your partner together. Although single women may like woman only days or a seperate section, most couples prefer being together. I personally prefer mixed saunas since they seem more natural
I used the temr burgermeister figuratively. On my FKK nights I found a wide variety of people. I agree that men predominate but there are lots of couples. Alos on many FKK nights the average is wll in the fifties. However on every night I felt comfortable being a nude single woman. The Germans have such a high standard of honor and conduct at these events.
