I'm not sure about the largest group, but one of the best sights I saw at Sandy Hook was a girl who arrived at the beach in a modest bikini with a skirt. I assumed we'd see little of her until she walked by a bit later topless and no skirt with a friend (in just a thong). I thought "we're improving here". Next time she walked by, her bikini was slid into the crack of her ass. Later on, she came back from the parking lot, and changed into a tiny little thong that said something like "French Kiss" on the front. She was absolutely stunning and was having a great time.
I'm not sure which was more beautiful. Her looks, or her enjoyment of wearing less and less.
