It's available as a Region 3 disk on Ebay...however, I've never ordered it because it's often listed by a Honk Kong seller and who knows when and if he'll actually ship it to you.
But hey, for $15 it might be worth a try.
BTW: I've seen the movie in Germany and it's fairly good.
